openssl_encrypt itself is licensed under the Hippocratic License 2.1.
Bundling CC BY 3.0 US data alongside the Hippocratic-licensed code is
compatible: CC BY 3.0 US permits redistribution with attribution, and
this file together with the README mention satisfies that attribution
requirement. The wordlist itself remains under CC BY 3.0 US — only the
surrounding project code is Hippocratic-licensed.
