SIU Director's Report — Case 24-OFD-001 (SYNTHETIC FIXTURE — NOT A REAL CASE)

This is a synthetic test fixture bundled with the morie R package and
released under AGPL-3.0-or-later. It exists solely so that
`morie_datasets_siu_report_text(offline = TRUE)` can be exercised in
unit tests without hitting the live SIU site at
https://www.siu.on.ca/en/directors_reports.php. Any resemblance to a
real case, person, location, officer, civilian, or police service is
unintentional.

Mandate of the SIU

The Special Investigations Unit is a civilian law enforcement agency
that investigates incidents involving an official where there has been
death, serious injury, the discharge of a firearm at a person or an
allegation of sexual assault. Under the Special Investigations Unit Act,
2019 (the Act), the Director of the SIU determines whether an official
in respect of any matter under investigation can or should be charged
with a criminal offence.

The Investigation

Notification of the SIU

On January 5, 2024, the Sample Regional Police Service (the SRPS)
notified the SIU of the following incident at 12:45 a.m.

According to the SRPS, on January 5, 2024, the SRPS responded to a call
for service at a residence in the Sample Region. The man, who was in
mental health crisis, was reported to be holding a knife. The Subject
Official (SO) discharged a conducted energy weapon. The man was taken
into custody and conveyed to hospital, where he was treated and
released.

Evidence

The Scene

The scene was located in the driveway of a residence in the Sample
Region. A conducted energy weapon cartridge and probes were located on
the ground.

Communications Recordings

Communications recordings were obtained and reviewed.

Video / Audio / Photographic Evidence

In-car camera footage and body-worn camera footage from the SO and
WO #1 were obtained and reviewed.

Materials Obtained from Police Service

The SRPS provided the SIU with the following: incident details; event
chronology; SO and WO #1 notes; training records for the SO; and use of
force qualifications.

Director's Decision

For the reasons that follow, the Director found no reasonable grounds to
believe that the SO committed a criminal offence in connection with the
incident on January 5, 2024.
