List the metadata backups, local and in the store, newest first

Usage: barca state backups [OPTIONS]

Options:
      --json Emit JSON on stdout (the default when stdout is not a terminal)
      --pretty Emit human-readable output (the default when stdout is a terminal)
      --env <ENV> Environment name (separates cache/state per environment)
  -h, --help       Print help

Examples:
  barca state backups # table in a terminal, JSON when piped
  barca state backups --json           # {backups, local_dir, store, store_error?}
  barca state backups --pretty # the table, even when piped
  barca state backups --env dev # another environment's backups

Newest first. `where` is local, store or both; `agree` says whether the two copies of a backup
match (null with one copy). `host` and `project` name the machine and project directory that
took it, `mine` whether it was this one (null for a backup from barca 0.28 or earlier). A store
that cannot be listed is a warning on stderr and `store_error` in JSON; the local copies are
still listed. A backup another machine took after this one's newest is a warning on stderr:
two machines on one store are not supported (use a server).
