{#-
Material's own toc partial, with a "What's new" card appended underneath it.
The list itself lives in mkdocs.yml under `extra.whats_new`, so adding a
release note is a YAML edit rather than template surgery. The card is hidden
on a page with no table of contents, where the right column is collapsed
anyway and it would float on its own.
Everything above the card is a verbatim copy of the upstream partial; keep it
that way so a Material upgrade is a clean diff.

{#-
Material includes this partial twice: from base.html for the right-hand
column, and from nav-item.html to nest the page's own headings under the
active entry in the left navigation. `nav_item` is only bound in the second
case, so testing for it keeps the card out of the left column — where it
appeared duplicated, and read as part of the site navigation.
