Mass-flux and clear transport oracle, NOAA-EMC/HRRR tag v4.1.21.

The as-is module is unmodified. GNU Fortran 15.2.0, -O0, glibc 2.43.
Build: tools/mynn_pbl_gsd41_oracle/build.sh SOURCE BUILD_DIR.

DMP_mf: 17 columns, 30 layers. Land and water, dry and cloudy, stable,
resolved motion, limiter, stochastic entrainment inputs, high wind,
deep PBL, cloud-base cap, fine grid, inactive vapour trigger, downdraft
and updraft taper, and all plumes stopping at the first interface.
The latter retains positive NUP2 while KTOP and every mass-flux output
are zero. Cloud hand-off outputs come from the same unmodified call.

Transport: eight clear 12-layer columns, with and without mass flux,
positive and negative surface forcing and a density scaling control.
Scale-aware factors are also recorded. The humidity solve is compared
before the still-unported mixing-ratio conversion P21.
