Renders the row-action button list for one record of a RowActionsMixin
table. Context:
    buttons: list of {"attrs": {...}, "icon": str, "name": str}

Icon size + spacing for action-buttons inside ``cj-row-actions`` cells
is set centrally via the ``td.cj-row-actions .btn i.ti`` rule in
``medux_common.css`` (see CODING-GUIDELINES.md → Tabler.io conventions),
so per-icon ``fs-2`` / ``me-1`` classes are intentionally omitted here.
