Noah-OWP-Modular CUDA port
Derived from NOAA-OWP/noah-owp-modular revision
0242a96c2a90b2c1501ff56a1e457a932a49c8ac, Apache License 2.0.
Upstream source: https://github.com/NOAA-OWP/noah-owp-modular
The upstream LICENSE and TERMS.md (as UPSTREAM-TERMS.md) are retained alongside
this notice.

Modifications: resident CUDA state, catchment batching, and coupling to ArWen.
The native Fortran program is a development referee only; no Fortran runtime
or executable is part of this port.

The parameters/ directory retains the three standard upstream parameter tables
unchanged at the same Apache-2.0 revision.

The generic log10.cu math helper derives from CORE-MATH revision bc385c2,
Copyright (c) 2022-2023 Alexei Sibidanov, under the MIT licence retained in
that file. Its source provenance and SHA256 are recorded in the file header.

Strict solar-angle and surface-stability evaluation reuse the existing generic
core/kernels/glibc_trig_flt32.cuh: Arm optimized-routines MIT sinf/cosf and
CORE-MATH MIT asinf/atanf. The header retains their complete grants and revisions.
