Every campaign in this repository, what state it is in, and the evidence that state was derived from. Statuses are lifecycle — where the work sits in its process. They say nothing about whether a campaign's findings were good; a result is reported as numbers with its uncertainty.
LEGACY marks a folder created before the
YYYY-MM-DD-slug convention. It is a provenance fact and does not replace the lifecycle status —
an undated campaign can still be provably settled.
A stop rule fired, an operator stopped it, or it was abandoned mid-flight. Each row names what would unblock it.
