App TAB ROW — the Board|DM switcher, rendered BELOW the shared title row.

This is app chrome, not the shared headerline: the SDK title row
(`_page_header.html`) holds label + version + project selector ONLY, and
each page composes that row with THIS row beneath it (operator 2026-10-20).
One file owns the tab row so the two pages cannot disagree about it — the
same single-source rule the title row follows, one layer down.

Callers pass the page they are on:
