GCC runtime source notices

The following upstream source headers are retained for the GCC startup
and support code that the native builds may include. These notices do
not establish which individual functions a particular binary contains.
See GCC-COPYING.RUNTIME for the full exception and COPYINGv3 for GPLv3.
