PyCForge 1.3.11 — Windows normal startup checks

1. Install the included 1.3.11 wheel in the environment used for PyCForge.
2. Start normally with py -m pycforge.ide. A healthy launch should not show the Startup report.
3. Leave no files open, close PyCForge, and start it again. There should be no Startup report for the empty saved workspace.
4. Open two valid saved Python files, select one, close PyCForge, and start again. The files and active selection should return without an error report.
5. If a previously saved file is genuinely missing or unreadable, a Startup report is expected. Its warning icon, white read-only text area, Copy report, and Close remain available.
6. The --safe-mode option intentionally displays a safe-start notice. It is separate from a normal launch and leaves saved settings untouched.

Retain the report text if an unexpected notice appears on Windows. Automated full-launch tests passed on Linux with Qt offscreen; native Windows checks still need to be performed.
