Chapter 1

This is the first chapter. It has enough content to fill part of a page but not a full page, so the next chapter's break-before: recto should create an intentional blank page (the verso) before the new recto page begins.

Chapter 2

This chapter starts on a recto page. If Chapter 1 ended on a recto page, there should be a blank verso page between them. That blank page is intentional and must NOT be removed.
