GMAT Py native DE405 numerical ephemeris: provenance and reuse assessment
======================================================================
Prepared 2026-10-01 for the GMAT Py independent project.

Component: data/planetary_ephem/de/gmatpy_de405_1941_2201.405
Scientific model: NASA/JPL Solar System Dynamics DE405/LE405.
Scientific citation: Standish, E.M. (1998), JPL Planetary and Lunar
Ephemerides, DE405/LE405, JPL IOM 312.F-98-048.

Authoritative numerical input:

SHA256: 7ec77287b6fddd3d7adabb87709ee5e926e3d1123fbae5d1485a42913cf175e7

The GMAT Py utility python/tools/rebuild_native_de405.py selects the
official DE405 records for JD 2430000.5 through 2525008.5 TDB
(1941-01-06 through 2201-02-20). Every selected coefficient, numerical
constant and active identifier remains bit-identical to the official
scientific input. The utility independently creates factual fixed-width
header labels and zero padding. No JPL reader/converter source code or
authored explanatory prose is included in this native numerical file.

Reuse basis: a narrow U.S. scientific numerical-data copyright assessment.
The coefficients and constants are mechanical scientific model results,
stored in the complete mechanically defined order required to evaluate
the model. The selected interval and binary fields follow computational
requirements. This assessment relies on the distinction between factual
or mechanically calculated scientific values and copyrightable expression,
including protection that may exist in an original creative compilation.

  guidance in Section 312.2.

Describes numerical integration, Chebyshev coefficient representation,
user conversion of ASCII numeric files and merging binary intervals.

No specific JPL data license or public-domain declaration is asserted.
JPL's Caltech contractor status is not treated as a blanket U.S. federal
government-work exemption. Apache-2.0 covers the new GMAT Py rebuilding
utility; the numerical input is identified by its separate reuse basis.

JPL's general website FAQ says republication of its website information
on another website needs permission:
https://ssd.jpl.nasa.gov/faq.html
It expressly discusses numerical parameters that may need later updates.
That website statement does not identify a native ephemeris-specific
license or expressly address redistribution of these mechanically
generated numerical records. Applicable website contractual conditions
accepted by a distributor must be considered separately by that owner.

This recorded engineering and U.S. copyright assessment is not a legal
guarantee for every jurisdiction or every use. Preserve scientific source
identification and the component's provenance in derived distributions.
GMAT Py is an independent repackaging; NASA/JPL do not endorse it.
