    A plain link, on purpose — no script, no fetch, no token. The browser carries the
    operator's Jira session, Jira renders its own form, and nothing is created until
    a human presses Create. `target="_blank"` because a monitoring page must not
    navigate away from what it is watching.

    Every value here is computed in `jira.py` and rendered by little-sister's own
    Jinja, so the reason text folded into `jira_title` is escaped by the same rules
    as the reason itself (little-sister ADR-0018). The chip wears little-sister's
    `.reason-action` class and inks its glyph in `currentColor`, so it reads on every
    status tint and every theme without knowing which one it is on. -#}
