Sato tubeness filter. Applies `skimage.filters.sato at three scales (sigma=1,2,3) to enhance tubular structures (such as blood vessels). Computing line/tube-likeness from the eigenvalue ratio of the Hessian matrix is the same family as xsk_meijering`, but the response weighting differs, and it doesn't respond as strongly at branch points as Meijering does.
