Under the AGPL-3.0, you are free to copy, modify, and distribute the Software, provided that:
1. You prominently display this license and copyright notice.
2. Any derivative work, plugin library, or internal system built using this core engine that is executed or modified to interact with users over a network must have its full source code made publicly available under the same AGPL-3.0 license.

TIER 2: THE SOVEREIGN GOVERNMENT LICENSE (ZERO-COST PRIVATE LICENSE)

Because sovereign states, ministries, and public agencies operate under strict data classification policies and cannot securely publish their internal infrastructure pipelines to the public internet, the Author grants an alternative Private Institutional License to authorized state entities.

1. FINANCIAL TERMS: This license is provided at zero financial cost ($0). No licensing fees, subscription models, or procurement paywalls apply to the core framework.
2. SCOPE: Authorized state entities are granted the right to host, clone, and execute the Software privately on secure, internal, or air-gapped on-premises networks without the copyleft constraints of Tier 1.
3. CONDITIONAL ACCESS: This license is non-transferable and remains entirely conditional upon the Author's ongoing, explicit consent.

OVERARCHING AMENDMENT: THE ABSOLUTE RIGHT OF REFUSAL & REVOCATION

Notwithstanding any provisions in Tier 1 (AGPL v3) or Tier 2 (Private License), the Author retains 100% legal copyright ownership of the compiled core repository. 

1. UNILATERAL VETO: The Author explicitly reserves the absolute, unconditional right to refuse, deny, or immediately revoke usage, deployment, reproduction, and execution rights to any individual, corporate entity, or sovereign state at their sole discretion at any time, for any reason or no reason, via written notice, public declaration, or repository restriction.
2. TERMINATION: Upon issuance of a revocation notice by the Author, the revoked entity's license terminates immediately. The entity must cease all replication, modification, and execution of the core framework, and permanently delete all local instances from their internal networks.
3. CONTRIBUTIONS: Any upstream code contributions ("Pull Requests") submitted to this repository require the contributor to sign a Contributor License Agreement (CLA), assigning sole copyright ownership back to the Author.
