NOTE ON SCOPE — this file covers the **code** only.

The benchmark **data** (task specifications, registries, frozen packs, and the
cases, results and reports produced from them) is licensed separately under
CC BY 4.0. See `LICENSE-DATA`.

The L0 kernel this project builds on lives in `core/`. It carries **its own
licence file**, `core/LICENSE`, and is therefore NOT covered by the grant above —
read that file instead.

RESIDUAL GRANT — everything not otherwise assigned is MIT.

  Every file in this repository is licensed under the MIT terms above,
  EXCEPT:

    1. files covered by `LICENSE-DATA` (CC BY 4.0) — see the enumeration and
       the residual rule in that file;
    2. everything under `core/` — the kernel carries its own licence file,
       which governs it (see the note above).

This makes the two licence files jointly exhaustive: `LICENSE-DATA` defines the
data class, `core/` governs itself, and MIT is the residual for
everything else. This includes the second Python package `verifier_core/`, the
pipeline config `config.yaml`, the build files `pyproject.toml` / `uv.lock`, and
the splitter `frozen/split_wq.py`. The *data* beside that splitter in `frozen/`
is CC BY; see `LICENSE-DATA`.
