Storage leaf header — SDK AppHeader primitive (operator SSoT CCT4618).

The ROW is owned by scitex-sdk's AppHeader component (ui/ts/app/app-header):
it renders the one canonical row shared by every app —

    [ leaf title ] [ v<version> ] [ project selector ] ...... [ actions ]

— so Storage cannot drift from Writer/Scholar in markup, classes, order, or
the version-hidden rule. The leaf owns only the VALUES, stamped as the mount
attributes the component reads (ts/app/app-header/types.ts): the translated
title and the LEAF package version (views._leaf_identity via
importlib.metadata — the leaf's own dist, never the host's version, never a
hand-written string).

Contract:
  * title — data-app-title, translated by the LEAF (the component renders
    whatever string it is given; translation is the leaf's job).
  * version — data-app-version; the component prefixes "v" and hides the
    badge when empty (an unknown version renders as ABSENT, never as a
    placeholder).
  * picker — server-rendered by `_project_picker.html`
    (`{% scitex_project_picker scope="project" %}`, Writer precedent) when
    `project_picker_available` (the tag library resolves) AND the request is
    signed in AND the host registered a provider URL — i.e. exactly the
    hub-mounted authed case (operator CCT4707). Standalone has no provider,
    so the tag yields nothing and the markup is byte-identical to before.
    `header-picker.js` (below) moves the rendered element into the
    component's canonical slot after mount; the component itself only ever
    creates the slot, it never populates it.
  * actions — none declared; the component renders its actions slot empty.
  * assets — SDK-owned CSS plus the prebuilt auto-mount module, which mounts
    every [data-stx-app-header] root on DOMContentLoaded and exposes
    window.stxAppHeader. Module scripts defer by default, so this include
    can live inside app_content and still mount after parse, on both pages.

Included by index.html (Backup placeholder) and organize.html (Usage /
Duplicates / Move). There is deliberately NO <header> element and NO
leaf-local class here: the only Storage-specific string on the row is the
title attribute below.
