Create new program called image.py, based on epicsdev module serving following PVs:
1) nRows: 'Number of rows in the image', default 10, minimum 10, maximum 10000.
2) nCols: 'Number of columns in the image', default 100, minimum 100, maximum 1000.
3) nBlobsX: 'Number of blobs along X axis', default 4, minimum 0, maximum 10.
4) nBlobsY: 'Number of blobs along y axis', default 4, minimum 0, maximum 10.
5) blobMax: 'Blob maximum', default 1000, minimum 0, maximum 65535.
6) blobSigma: 'Blob sigma', default 4, minimum 0, maximum 1000.
7) noiseLevel: 'Noise level', default 10., minimum 0.0, maximum 1000.0.
8) image: 'Image', initialized as np.zeros((nRows,nCols), dtype='int16').

Initialize PV('image') with a grid (nBlobsX * nBlobsY) of Gaussian blobs.
Each Gaussian should have a maximum value equal to blobMax and width (sigma) equal to blobSigma.
