A menu opens and closes. The menu view holds only the menu: its title was a child of
the menu bar and is a root now, so it does not pair and the tree counts from 1. The
window that comes back pairs with nothing of the menu, counts from 1 as well, and is
over the line budget. No rule knows about menus.
