About Quotas

Limit spending and job submissions. Quotas can be global, per-level, or per-user. User-specific quotas take highest priority.

Quota Types:

COST_MONTHLY / COST_DAILY - USD limits
CONCURRENT_JOBS - Max simultaneous jobs
JOBS_PER_DAY / JOBS_PER_HOUR - Rate limits

Actions When Exceeded:

BLOCK - Reject the job
WARN - Allow with warning
REQUIRE_APPROVAL - Queue for approval
