prideQC

This integrated implementation was developed from rawQC and
TechSDRF source archives. It is substantially reorganized: shared streaming
reader, compact scan summaries, standard-library serialization and SDRF editing,
explicit evidence kinds, optional external converters and uv packaging.

The numerical metric contracts and selected formulas informed metrics.py;
edge-case fixtures and expected behaviors informed the regression tests.

The technical annotation scope, isolation-window heuristics, diagnostic target
families and external converter command patterns informed the implementation.
No RunAssessor or Param-Medic source code is vendored.

These packages are dependencies, not vendored sources. Their public APIs own
SDRF conformance and PRIDE file acquisition respectively.
