The current implementation has several bugs:
1. It treats a missing target as the end of the relay (should raise ValueError)
2. It does not detect circular chains (should raise ValueError)
3. It does not validate that `start` is a string
4. It does not validate that all station names are strings
5. It does not validate that all link values are strings
6. It does not validate that the empty string is not among the station names
