The current implementation has several bugs:
1. It treats a missing link as the end of the relay (should raise)
2. It does not detect circular chains (should raise)
3. It does not validate that `start` is a string
4. It does not validate that all station names are strings
5. It does not validate that all link values are strings
6. It does not validate that the empty string is not among station names

Here is the fixed file:

```python
"""Walks a courier relay directory station by station."""
def trace_relay(links: dict[str, str], start: str) -> list[str]:
    """Walks a relay directory from start through the terminal station.
    The directory maps each station's name to the name of the station a
    parcel is handed to next, with the empty string marking a station where
    the relay ends. Walking from start, the function returns every station
    visited, in hand-off order, from start through the terminal station
    inclusive.
    Raises ValueError if the start is not a string or not in the directory,
    if any link value is not a string, if any station name is the empty
    string, or if the relay chain is circular.
    """
    if not isinstance(start, str):
        raise ValueError("start must be a string")
    if start not in links:
        raise ValueError("unknown starting station")
    if "" in links:
        raise ValueError("empty string is not a valid station name")
    path = []
    current = start
    visited = {start}
    while current != "":
        path.append(current)
        target = links[current]
        if not isinstance(target, str):
            raise ValueError(f"link from {current!r} has invalid value {target!r}")
        if target == "":
            return path
        if target not in links:
            raise ValueError(f"link from {current!r} points to unknown station {target!r}")
        if target in visited:
            raise ValueError(f"relay chain is circular: {current!r} -> {target!r}")
        visited.add(target)
        current = target
    return path
```
