The link from a list-style table cell to its record.

A cell whose value is empty renders the em-dash placeholder, and a link whose only
content is that dash announces as "link, dash" — a link with no accessible name
(WCAG 2.4.4 / 4.1.2). So for an empty value the dash stays visible but is hidden from
assistive technology, and visually hidden text names the record instead.

Context: ``cell`` (``value``, ``is_empty``), ``url``, ``record`` (the object, or
anything whose string form names it), and optional ``tabindex``.
