SDK App project picker — Writer-shaped placement (see scitex-storage's
_project_picker.html precedent).

Project-scoped ONLY (`scope="project"`, no `allow_user_scope`): the SDK
wizard scaffolds/validates concrete app directories, so an All-Projects
user scope does not fit — "not selected" is the right default, and
picking a project resumes it by prefilling the target below.
The tag FAILS LOUDLY without a provider, so this include is guarded by
`project_picker_available` (library AND host provider — the view probes
both, since `{% load %}` of a missing library is a hard TemplateSyntaxError
and an unprovided tag now raises instead of rendering nothing).
Included only when the picker can actually render.
