  A section break, optionally labelled. `class` and any further attributes
  reach the element, so a caller can adjust spacing without reproducing the
  markup - the component's attributes are its only supported customization
  surface (Article XI), and until this accepted a class there was none.

  For separating items within one list, see <c-rule>: this one is a thick
  line with generous margin and room for a label, and repeating it between
  the rows of a single set is far too loud.
