Agents project picker — the element the SDK AppHeader slot receives.

Fleet scope maps to the picker's user scope: this app watches every
project, so the user scope (All Projects) is the correct one, not a
project default. The tag fail-fasts (ImproperlyConfigured, since
scitex-sdk 0.3.14) on a signed-in render with no provider URL — fail
loud by design, never a silent empty slot — so a host MUST register
a project provider; standalone without one 500s instead of serving
unchanged markup.
