Dear Mr. Bond:

We have evaluated your manuscript TAI-2026-Apr-A-00731 entitled "PCA-Matryoshka: Enabling Effective Dimension Reduction for Non-Matryoshka Embedding Models with Applications to Vector Database Compression" submitted to the IEEE Transactions on Artificial Intelligence.

IEEE Transactions on Artificial Intelligence has published an editorial that defines the scope of papers the journal covers to clarify papers relevant to the IEEE Transactions on Artificial Intelligence. The editorial can be accessed at https://ieeexplore.ieee.org/document/9523786/.

Although this manuscript seemingly presents a decent work related to AI or an application using AI tools, we do not think that it fits well within the scope of the IEEE Transactions on Artificial Intelligence. The IEEE Transactions on Artificial Intelligence is an interdisciplinary journal on AI, but not an alternative journal to publish works on specialized topics explored using AI tools. As we may not be able to find domain experts to make rigorous reviews of this paper, we will not proceed to undergo a review process in this journal. It is recommended that you seek a more appropriate or specialized journal, such as IEEE TPAMI, to publish this manuscript.

Thank you for submitting the manuscript to the IEEE Transactions on Artificial Intelligence. I hope the outcome of this specific submission will not discourage you from contributing your other work to the IEEE Transactions on Artificial Intelligence later on. I suggest you check if there is/are relevant reference(s) in the recent issues of the IEEE Transactions on Artificial Intelligence before deciding to make your future submissions.
