CONTENT / pager: the previous/next treatment for a sequential document
(icvoss/django-brickwork#460). Both shapes are shown here.

Three pagers stack here, one per state, distinguished by which slots are
filled rather than by a heading of their own (no bare <h3> is introduced
into an example that a page stacks alongside its own outline, matching
content/code.html's own three-panel convention).

First panel, two-link (the common mid-sequence page): previous and next lay
out at opposite ends of the row at wide viewports, and stack when the row
runs out of inline space.

Second and third panels, single-link (the first and last page of every
sequence, so this is the common case rather than an edge case, not a rare
one): omitting the other href renders only the remaining slot. A solitary
"Next" still sits at the inline end (margin-inline-start: auto on
.bw-pager__next), never drifting to the left where a reader would not
expect the forward control; a solitary "Previous" needs no rule of its own,
a flex row's default placement already puts it at the inline start.

States: two-link and single-link (previous-only or next-only), see above.
Accessibility: direction is stated in each link's own visible text
  ("Previous: ..."/"Next: ..."), never carried by the chevron icon alone
  (WCAG 2.4.4); see _pager.html's own header comment for the full contract.
  Covered by axe.spec.mjs against sections-*.html, which renders this exact
  file, both themes.
Responsive: no breakpoint switch; .bw-pager wraps to a stacked column
  whenever its own inline space runs out.
