CognitiveSystems Dashboard

The JSON API is running, but the React dashboard isn't built in this checkout.

Published wheels (pip install cognitivesystems[web]) bundle the full UI automatically. To build it from a source checkout, run npm --prefix frontend run build. The API is live under /api.
