The plugin library (pjrt_c_api_mtl_plugin.dylib) also contains the
third-party code below, under the licenses reproduced here.

The library also statically links XLA (https://github.com/openxla/xla) and
XLA's dependencies, all built from source: LLVM and MLIR, StableHLO, Shardy,
Triton, Abseil, Protocol Buffers, Eigen and the others listed in the second
part of this file, after the MLX and metal-cpp sections. Each entry there
gives the project, the version this build pins, its license and the license
text, verbatim. The Eigen entry (MPL-2.0) gives the location of the exact
source code; the entries for libraries offered under a choice of licenses
that includes the GPL (DUCC, Zstandard) state the license elected.
