OpenToonz is the open-source release of "Toonz", developed by Digital Video S.p.A.
in Italy and customised by Studio Ghibli, which used it on its films for many years.
"OpenToonz" and "Toonz" are names of their respective owners; this project is not
affiliated with or endorsed by DWANGO, Digital Video, or Studio Ghibli.

This server reads and writes OpenToonz's documented-by-source file formats (.tnz scenes,
.pli vector levels) and drives the installed OpenToonz.exe and tcomposer.exe. The format
knowledge was derived by reading the OpenToonz v1.8.0 source code and was checked
  against OpenToonz's own renderer.

Third-party Python packages used at runtime (installed separately, under their own licenses):
mcp (MIT), Pillow (MIT-CMU), Shapely (BSD-3-Clause), fontTools (MIT), svgelements (MIT).

Ideas credited (reimplemented from the published algorithms, no code copied):
p5.brush by Alejandro Campos Uribe (MIT), https://github.com/acamposuribe/p5.brush
  - the hatching approach (angle, spacing, endpoint jitter, spacing gradient, cross passes)
