SDK App project picker — Writer-shaped placement (see scitex-storage's
_project_picker.html precedent).

Project-scoped ONLY (`scope="project"`, no `allow_user_scope`): the SDK
wizard scaffolds/validates concrete app directories, so an All-Projects
user scope does not fit — "not selected" is the right default, and
picking a project resumes it by prefilling the target below.
The tag renders NOTHING unless the request is signed in AND the host
registered a project provider, so standalone serves unchanged markup.
Included only when `project_picker_available` (view probes the template
engines: `{% load %}` of a missing library is a hard TemplateSyntaxError).
