"OR" is an SPDX license expression: you choose, per use, whichever of the
listed licences suits you. You do not have to comply with both. Every layer is
also offered under MIT, for compliance policies that do not admit CC0-1.0.
Where EU sui generis database rights matter, CC0-1.0 is the option that
expressly addresses them; MIT is a copyright licence and does not. Selecting MIT
does not forfeit that: CC0-1.0 is a public-domain dedication, it has already been
applied to the data, and it operates for the public generally whichever of the
two an inventory records.

Per-file licensing follows REUSE 3.3 <https://reuse.software/> and is declared
in REUSE.toml and in the SPDX headers of the individual files. Where this file
and those declarations could be read differently, the SPDX declarations govern.

The reasoning behind the split, the provenance of the data, and how CC0-1.0
disposes of the EU sui generis database right are in LICENSING.md. That
document is informational: it is not a licence and adds no conditions to any
licence.

There is deliberately no Apache NOTICE file in this project.
