THIRD-PARTY NOTICES for shockbench-flow

The shockbench-flow distribution (the packages shockbench_flow, shockbench_flow_gym and shockbench_flow_agent) is
licensed under the MIT License (LICENSE). It bundles no third-party library: its dependencies (numpy, scipy, highspy,
numba, networkx, joblib, fastjsonschema, loguru, fire, and the optional gymnasium, matplotlib, stable-baselines3 and
torch) are installed separately under their own licences. It does contain the third-party material listed below.

Part A lists code and tables copied or ported from other software, with the notices their licences require.
Part B lists the public data sources behind the numbers in the packaged instance files
(shockbench_flow/instance/data/*.json) and in the disruption parameters (shockbench_flow/disruption/params.py). No
source dataset is redistributed: the package carries statistics derived from them (sums, shares, ratios, fitted
parameters), each tagged with its source in the instance file's "provenance" field.

PART A. CODE AND TABLES
==========================================================================================================================

A1. NumPy: the ziggurat tables and the ported random-number routines
--------------------------------------------------------------------------------------------------------------------------

Where: shockbench_flow/omega/_ziggurat.py (the tables ki_double, wi_double, fi_double and the constants
ziggurat_nor_r and ziggurat_nor_inv_r, copied verbatim from numpy/random/src/distributions/ziggurat_constants.h and
distributions.c of NumPy 2.4.5) and shockbench_flow/omega/_kernels.py (bit-identical ports of NumPy 2.4.5's
SeedSequence entropy mixing and generate_state from numpy/random/bit_generator.pyx, the PCG64DXSM seeding and output
from numpy/random/src/pcg64/, and random_standard_normal from numpy/random/src/distributions/distributions.c).

PART B. DATA SOURCES (derived statistics only; attribution as each source's terms ask)
==========================================================================================================================

B1. Global Energy Monitor, Global Gas Infrastructure Tracker (CC BY 4.0)
"Global Energy Monitor, Global Gas Infrastructure Tracker, September 2025 release" (LNG terminals) and "Global
Energy Monitor, Global Gas Infrastructure Tracker - Gas Pipelines - November 2025 release" (pipelines). Licence:
Creative Commons Attribution 4.0 International, https://creativecommons.org/licenses/by/4.0/. Changes made:
operating units filtered, summed per instance region, supply country or route, and converted to GWh per week
(the LNG terminal throughput caps and the pipeline edge capacities of the `small` and `full` instances).

B2. CEPII BACI, HS22 V202601 (Etalab Open Licence 2.0 / Licence Ouverte 2.0)
"CEPII BACI HS22 V202601, updated 2026-01-30; Gaulier and Zignago 2010". Licence:
https://www.etalab.gouv.fr/wp-content/uploads/2018/11/open-licence.pdf. Used for: the energy-source shares of the
planned flows of the `small` and `full` instances (bilateral trade shares computed from the 2022-2024 flows).

B3. UCDP/PRIO Armed Conflict Dataset, version 25.1 (CC BY 4.0)
Uppsala Conflict Data Program and Peace Research Institute Oslo, https://ucdp.uu.se/downloads/. Licence:
https://creativecommons.org/licenses/by/4.0/. Changes made: country-year conflict states pooled into the annual
none / minor / war transition matrix of the conflict layer (disruption/params.py).

B4. U.S. Energy Information Administration (public domain; acknowledgement requested)
U.S. Energy Information Administration, World Oil Transit Chokepoints (3 March 2026) and Monthly Energy Review,
Table A2 (heat content of crude oil, 2025). Used for: chokepoint volumes and the crude energy content.

B5. IMF PortWatch (derived statistics only)
"Sources: Kpler; UN Global Platform; IMF PortWatch (portwatch.imf.org)." Used for: the Suez 2021 clearance ratio
k_c and the transit statistics tagged DERIVED(PortWatch). The daily series are not redistributed.

B6. International Monetary Fund, Primary Commodity Prices
IMF series PNGASJPUSDM (Asian LNG price, 2025) and the Brent crude price (2025). Used for: the commodity values of
    LNG and crude.

B7. Semiconductor Industry Association and Boston Consulting Group
SIA and BCG, "Emerging Resilience in the Semiconductor Supply Chain" (May 2024). A few capacity figures read from
the report's exhibits (fab capacity by region and technology, 2022) are used as facts, divided over the instance's
fabs. The report itself is not redistributed.

B8. Conflict and sanctions event data (fitted parameters only)
    - Threat and Imposition of Economic Sanctions (TIES) 4.0: Morgan, T. Clifton, Navin Bapat, and Yoshi Kobayashi.
2014. Conflict Management and Peace Science 31(5): 541-558. doi:10.1177/0738894213520379. Used for: the sanction and export-control
      duration law and lead statistics.
    - Correlates of War, Militarized Interstate Disputes (MID) 5.0: Palmer et al. 2022. Conflict Management
and Peace Science 39(4): 470-482. doi:10.1177/0738894221995743. Used for: dispute and use-of-force duration
priors. The COW data themselves are not redistributed.
    - Federal Register (U.S. Government works, 17 U.S.C. 105): announcement-lead statistics of tariff and sanction
      notices.

B9. Other values
Every other non-synthetic number in the instance files names its published source (a paper, a report or a
national statistics office, for example Taiwan's MOEA Energy Administration) in its provenance entry. Values
tagged SYNTHETIC are the benchmark's own.
