I've built 5 links for brightkettle.com, 2 of them on sites at DA 90 or higher. Every one is a live page carrying your link with the anchor we agreed, checked after placing. Search engines find new links on their own schedule, usually weeks — that's normal.
Find a site that gives links. Create an account. Find the field, or the editor. Place the link. Check that it actually went live, and that it's a real link, and that it's followed. Then do it again. Fifty links is fifty of those, and most of the time goes on the parts that have nothing to do with judgement.
So people pay to skip it. And what they pay for is where it goes wrong.

The library is the part a team can't copy quickly. Every site in it came from years of link building: which DA 60 profile page still gives a followed link, which forum strips links from new members, which shortener sits behind a captcha, which directory approves in a day. Each entry carries the method with the exact button names, what the site requires, and referring domains, spam score and traffic. A person could rebuild that list. It would take them the same years.
