Lock handoff between tabs

Other tabs can already use the DB via RPC while you stay owner (see multi-tab shared). This page shows closeOpfsDatabase: after Close, another tab can become the OPFS owner.

1. Open database in this tab.
2. Click Close database (releases Web Lock + worker).
3. Open this page in another tab and open there — should succeed as the new owner.
