<doc>
Template to parse Juniper Junos BGP community configuration from
`show configuration | display inheritance | display set | match "policy-options community"`
and `show configuration routing-instances | display inheritance | display set | match "vrf-target|instance-type"`.

Returns a normalized list of dictionaries with `value`, `type`, and `name`
keys. Each concrete community value is returned as a separate dictionary;
pattern entries are excluded. Junos `target`, `origin`, and `large` prefixes
are normalized to `rt`, `soo`, and `large` types respectively.
Routing-instance targets absent from policy communities use names of the form
`<instance>_L2VPN_RT` or `<instance>_L3VPN_RT`, derived from instance-type.
Repeated route-target values are omitted, with policy community names preferred.
