Subject: Fire and Fuels Extension - Carbon Reporting Updates

Description:
The default root decay rate assumed within the FFE carbon reports was updated.
A few column headings were corrected within the output database table for the main carbon report (FVS_Carbon).
A new variable was added to the main carbon report and associated database table that reports carbon released from fire.

Impact on users:
Users of the FFE carbon reports should obtain new executables.  Users will not be able to append new database output to
an FVS_Carbon table created with an older version of the software due to the changes in the column headings.

Modified Files:

fire/base/common/FMFCOM.F77 - added a new variable, BIOCON, to hold biomass consumed for carbon reporting purposes.
fire/base/src/fminit.f - changed the default root decay rate used in the carbon reports
                         and initialized BIOCON to zero.
fire/base/src/fmin.f - changed the way the root decay rate is echoed back to the main output file
dbs/src/dbsfmcrpt.f - changed a few column headings of the FVS_Carbon database output table 
                      and added a new column to FVS_Carbon for carbon released/consumed by fire
fire/base/src/fmdout.f - set BIOCON
fire/base/src/fmcrbout.f - added a new variable to the main carbon report for carbon released from fire
dbs/dbsdocument/dbsuserguide.doc - updated the DBS documentation to reflect the changes to FVS_Carbon
