Subject: SDI Calculation Method and Maximums

Variants affected: AK, CA, CR, CS, LS, NC, NE, SN, SO TT, UT, WS

Description: This update changes the default SDI calculation method to Zeide from
             Reineke and sets default SDI maximums based on  an analysis of FIA
             data by John Shaw. Variants affected include AK, CA (region 5 only),
             CR, CS, LS, NC (region 5 only), NE, SN, SO (region 5 only), TT, UT
             and WS variants. The SDI maximums in CS, LS, and NE variants replaced
             the density maximums based on basal area. The SDI maximums in SN are
             now set by species instead of by forest type.

Impact on users: These changes will affect FVS projections excluding Regions 1 & 6
