  - F_U           (4-DPM crossing identity = 1)

REMAINING GAPS to close the full SM constant set:
  GAP 1: Absolute mass scale
         (m_p or m_e, alone -- not just ratio)
         Need: anchor with units of [kg] OR closed E/c^2

  GAP 2: Absolute length scale
         (r_p or a_0 or ell_Planck, alone -- not just ratio)
         Need: anchor with units of [m] beyond V_SCm/f_THz=8e-5 m
         Candidate: SCm coherence length L_SCm

  GAP 3: Temperature anchor
         (for k_B = 1.381e-23 J/K)
         Need: anchor with units of [K] OR fundamental T_SCm
         Candidate: T_SCm = E_0/k_B = 724 K (LENR coherence T?)

  GAP 4: Charge anchor
         (for e, eps_0)
         Need: anchor with units of [C] OR closed eps_0
         Candidate: derive eps_0 from rho_vac SCm coupling

WITH 4 new anchors (1 mass, 1 length, 1 temperature, 1 charge)
ALL remaining SM constants chain through closed ratios.

Total anchor budget after closure:
  9 (current) + 4 (gap fillers) = 13 = LEVEL_13
