Third-party material: the IARU Region 1 HF Managers Handbook

The facts this package serves come from the IARU Region 1 HF Managers Handbook, version 8.2
(https://www.iaru-r1.org/wp-content/uploads/2019/12/IARURegion1HFManagerHandbook8.2.1.pdf), by IARU
Region 1. Its chapter 9.8, "Definition of ITU-Zones when used by radio amateurs" (pages dated
November 2000), defines the ITU zones for amateur use under IARU Region 1 recommendation
REC/99/LH/C4.2; it was drafted by G3HTA from the ITU's CIRAF zones and approved by all three IARU
regions.

The owner's document is NOT included in this package or its repository. It is referenced by URL,
and data/SOURCE.json records the date it was retrieved and its SHA-256, so anyone can fetch the
same document and check the facts against it (scripts/fetch_published.py does that for developers).

data/facts/itu_zones.json holds facts from chapter 9.8 (zone numbers and the prefixes and areas
each covers, with the chapter's short wording for partial areas), each citing its page and zone. The definitions are the owner's; this project's GPL-3.0-or-later licence covers our own
code and files, not the owner's material, and we claim no rights in it.

Ours, labelled as ours: data/SOURCE.json, data/owner-list.schema.json, data/derived/ (built from the
facts) and data/load.sql (generated).
