ZMSFormatProvider.py - ZMS Format Provider
Defines ZMSFormatProvider for editable text and character formats. The format provider manages local format definitions for text and character content, providing a ZMI interface for editing and applying these formats at display time. It supports acquisition from a portal master and persists format definitions for use in content rendering.
