Sticky utility rail: one entry per per-section utility, upper right.

Ships with a single tenant (the print PDF). A coming video embed is one more
<li data-util="video"> and nothing else moves — that is the point of the
structure. Host-shadowable like _section_toolbar.html / _section_overlay.html.

It floats inside the CONTENT column rather than living in .rail (grid-column 3):
.rail is hidden below 1440px, and the PDF must not vanish on a laptop.

Progressive enhancement: the trigger is a real link to the full-window viewer,
so the PDF is reachable with JavaScript off. Hover/focus opens the card via CSS
alone — no script at all.
