name: A multi-line directive inside an HTML block two quote levels deep is not a directive
why: The quoted fence and the quoted HTML block are armed by two different tests on the same line, so a fix that teaches one of them how deep it is leaves the other reading a `>` where the tag should be. Raw HTML is content the author wrote to be rendered rather than obeyed, and a comment sitting inside it is part of that content at any depth. The block is closed by the blank line that ends the quote rather than by a closing tag, for the reason the fence case gives: a `</div>` line is structure and would spend the directive on its own, leaving a case that passes whether or not the marker above it was read.
