  The "new resource" form's own Zenodo support, for sites without
  ckanext-fair3r (whose resource-upload.js does this and more - it takes
  over, see h.zenodo_standalone_upload_config()): a switch to send the
  file to Zenodo, and assets/js/zenodo-upload.js to send it there with a
  progress bar. Files that stay on CKAN go through CKAN's own form as usual.
  One file at a time, since CKAN's form has a single file field.
