   deep-linkable and survives a re-render. That is this pane's coordinate
   space, and it is NOT the review one: anchored comments and suggestions index
   offsets into a section's content, and this document has no section. The
   limits band above says so rather than rendering a comment box that would
   silently drop what a reviewer typed. #}
