Builds a road network from the result of reading OSM.
Edge = a pair of adjacent nodes of a way {"a", "b", "way", "highway", "width", "lanes", "width_from", "oneway", "length", "tags"}. Node = {"xy", "degree", "features": [NODE_FEATURES の部分集合], "tags", "edges": [辺の索引]} (only nodes used by edges). If bbox = (xmin, xmax, ymin, ymax) is given, edges with both ends outside the box (+ margin) are dropped (edges with only one end outside are kept = the road is cut at the box boundary). oneway: "yes" / "1" / "true" are forward; "-1" / "reverse" swap a and b to make it forward. Raises ValueError: unknown type in way_types, no edges at all.
Empty input (osm is an empty dict) raises ValueError.
