Whether overtaking may begin (judgment by the statute and the Rules of the Road (Kyosoku)). Scenarios S077, S078, S079, S080, S081, S083.
maneuver_start .. maneuver_end = positions of the ego vehicle's front end from when it starts changing course until it has finished passing alongside the vehicle ahead. Reasons (code, legal basis):
• no_passing_zone (Art. 30): the section overlaps a prohibited section in no_overtaking_zones (excluded if the vehicle ahead is one of EXEMPT_KINDS).
• double_overtaking (Art. 29): the vehicle ahead is itself about to overtake another motor vehicle.
• wrong_side (Art. 28 paras. 1 and 2): left if the vehicle ahead has moved toward the centre (right-hand edge) to turn right (lead_keeping_right), otherwise right.
• oncoming_too_close (Art. 28 para. 4 + closed form): dist_oncoming < requirement["d_required"] (the return value of overtake_requirement).
• being_overtaken (Driving Rules Manual (Kyosoku) 5-6-1(2)(e). no explicit statutory provision, scene S080): the vehicle behind is about to overtake the ego vehicle.
Returns: ok, reasons = [(code, legal basis)], required_side.
